Fedex Mercury Spill aka “Pioneering the Box Test,” Memphis, Tennessee

The FedEx distribution hub in Memphis, Tennessee is one of the largest package sorting facilities in the world.  On October 8, 2009, approximately 250mL of mercury spilled from a package during its trip through the system, resulting in the shutdown of a major sorting line and instigating a complex cleanup effort that challenged the common approach to mercury response.  This presentation discusses the abnormalities of mercury cleanup in an industrial setting, how EPA authorities apply in this scenario, and how understanding the background of guidance documents led to development of new site-specific clearance methods.

American Samoa Earthquake and Tsunami, American Samoa

On September 29, 2009, a magnitude 8.1 earth quake struck 120 miles from American Samoa, triggering a tsunami that hit the island with a series of 15 to 20 foot waves, causing widespread damage.  EPA deployed to the island under a FEMA ESF-10 mission, to conduct rapid needs assessment and address concerns related to hazardous materials releases caused by the tsunami.  EPA collected hundreds of containers of hazardous materials and responded to multiple oil spills and other releases.  Samoa’s remote location and damaged infrastructure made even the most basic work a challenge, requiring adaptability and improvisation to get the job done.  Come see what a drum thief made from a coffee scoop and string!

Friction Products Removal, Trenton, New Jersey

In June 2005, emergency response staff with the New Jersey Department of Environmental Protection notified EPA of an abandoned brake shoe factory near Trenton, New Jersey.  Subsequent inspection and sampling events by EPA OSCs revealed the presence of hundreds of containers of waste chemicals.  In addition, there were 12 fabric filter dust collectors, commonly known as “baghouses.”  EPA determined that the “baghouses” were filled with tons of asbestos-containing material (ACM) ranging from 2.2percent to 18 percent chrysotile-form asbestos.  Addressing the chemicals was straight-forward, however, the ACM posed a challenging situation. The “baghouses” could be moved into an old Quonset hut on the property and opened to remove the ACM.  The Quonset hut, dating from World War II, was in poor condition and could not maintain negative air pressure.  To overcome this problem an interior framework of 3 inch diameter PVC tubing was erected, and sheets of poly were affixed to the framework, forming an inner enclosure.  Air blowers and HEPA filters were then installed to complete the set-up.  Moving the intact “baghouses” into the enclosure also provided a challenge, but through careful engineering controls, approximately 100 tons of ACM were collected for disposal.

Region 10 Non-Time Critical Removals

Ranging in size from several acres to more than 60 miles of railroad right-of-way, this presentation provides an overview of the lessons learned while planning for and conducting non-time-critical removal actions within Region 10.  Based on real-life Superfund and potentially responsible party-led actions, topics to be covered include issues associated while negotiating administrative orders involving multiple public, private, and tribal stakeholders and the engineering evaluation/cost analysis scope of work.  Other unique topics such as biological assessment and cultural resource evaluations, dispute resolutions, and appropriate project oversight will also be discussed.

Flura Chemical Flashback, Newport, Tennessee

The FLURA Corporation Superfund Site located on an isolated mountain-top near Newport, Tennessee was once home to a specialty chemical manufacturing and synthesizing laboratory.  While in operation, FLURA used a variety of chemicals, including fluorine, hydrogen fluoride, acid gases, caustics, flammable liquids, and reactive compounds.  These chemicals were used to manufacture chemicals for industry, medical needs, and the U.S. military.  The site is known for its gas cylinder stockpile of Schedule II, perflouroisobutylene or “PFIB.”   EPA secured and treated this weapon of mass destruction on-site, and identified, stabilized, and removed hundreds of shock sensitive, highly toxic, reactive, and lethal chemicals and gases.  EPA also excavated hundreds of buried and discarded containers of unknown chemicals from hazardous waste burial areas located on the property.  The FLURA Chemical site now is a scenic hilltop covered with wildflowers at the foot of the Smokey Mountains.  The area is used as a Boy Scout campsite and in 2006 the site was selected as a “Return to Use” demonstration pilot for the Superfund Redevelopment Initiative.

Characterization and Cleanup of Chlorinated Solvent Sites, a half-day course, provides OSCs with an overview of the latest investigation and cleanup tools from experienced OSCs who have successfully implemented them in the field.  The properties and recalcitrant nature of chlorinated solvent sites (contaminated by chlorinated volatile organic compounds [CVOCs]) often results in widespread contamination that can be difficult to find and remediate.  We often hear questions such as:  “I spent a million dollars on my investigation and found nothing;”  “Why has ‘pump and treat’ failed to be a successful and timely treatment method?;”  “Why didn’t my in situ chemical oxidation program work?;” and  “Can I use in situ chemical oxidation (ISCO) in the unsaturated zone?”

The first part of the course reviews site characterization methods that help to identify the source and migration pathways quickly and inexpensively.  Strategies for using soil gas and ground water monitoring, soil sampling, and geophysical methods, such as ground-penetrating radar, seismic refraction, and other innovative geophysical tools and methods are presented for locating all of the source areas and developing a site conceptual model that provides the best chance to successfully clean up a site.

The second part of the course reviews recent advances in cleanup technologies that provide more options for OSCs.  Technologies such as excavation, soil vapor extraction, ISCO, bioremediation, and zero valence iron have all been used successfully at CVOC sites.  We will present case studies from around the country, including Fisherville Mills, Massachusetts; Lawrence Aviation, New York; Billings, Minnesota; and Vestal, New York, that walk through practical real-world examples and the strategies that made them successful.

Greening Response Actions II, a half-day course, introduces OSCs to the key technical, policy, and application aspects of incorporating sustainable strategies into a response action.  Since the first course was first offered in 2009, there have been significant developments in policy, know-how, and experiences that are synthesized in this course.  The course provides the OSC with a better understanding of their role in defining and minimizing the environmental footprint at their projects.  Participants in the course achieve the following objectives:

• Receive an update on developments in Agency green cleanup policy, and how to avoid pitfalls and overcome challenges.
• Understand how environmental footprints are evaluated (a project’s energy requirements, air emissions, water consumption, impacts on land and ecosystems, material consumption, and waste generation).
• Learn ways to adapt and adopt state-of-the art practices and products to reduce the environmental footprints at cleanup projects.  
• Reinforce knowledge on the authorities available to you and how to best plan for greening response actions.
• Hear from your peers on how they overcame challenges and achieved protective cleanups with smaller environmental footprints

This course includes lecture and case studies that show real-world examples of OSCs using sustainable cleanup practices.  The target audience for this course is all OSCs who would like to learn how to integrate green technologies and best management approaches into response actions.

Operations for the Non-Ops, a half-day course, developed specifically for Response Support Corps (RSC) members whose primary function during a response is in Incident Command positions other than the Operations Section.  By taking the course, participants achieve the following objectives:

• Learn about arriving at your assigned location and what you need to do first
• Hear about how the various sections of the Incident Command System (ICS) interact and how the functions of the Operations Section depend on the other sections.  This topic is demonstrated through examples of  typical activities during a response and real-life specific examples
• Learn about and use some of the key ICS forms used in a response
• Discuss with experienced OSCs and RSC members how knowledge of the Operations Section can help them and help you.

RCRA for OSCs, a half-day course, explains the Resource Conservation and Recovery Act (RCRA) requirements that apply or are relevant and appropriate to most cleanups under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).  The course focuses on specific technical and regulatory issues that OSCs address in treating, transporting, and disposing of waste.  The workshop is designed for participants with a limited understanding of RCRA, and for OSCs with a good knowledge of RCRA who want a refresher course or additional instruction in specific RCRA topics.  By attending the workshop, participants will achieve the following objectives:

• Learn to navigate the legal framework for implementing RCRA.  The workshop guides participants through the labyrinth of statutory and regulatory requirements that govern identification and management of hazardous waste.  It also addresses state authorization and the applicability of state and federal hazardous waste regulations to CERCLA cleanups.
• Practice how to decide whether a waste is defined as hazardous under RCRA.  The ability to decide whether a waste is RCRA hazardous is critical in determining the applicability of RCRA hazardous waste management requirements to CERCLA response actions.  The course explores the complex definitions of solid and hazardous waste and provides real-life examples of how to determine whether wastes are RCRA hazardous during a removal action.
• Learn to determine whether to manage waste on site or off site.  OSCs must consider many factors in deciding whether to handle a waste on or off site during a removal action, including waste types, the physical setting, health and safety, cost, the effectiveness of the action, and future land use.

Tailored and Streamlined … the 2009 SPCC Rule Amendments is a half-day course geared to personnel involved in Spill Prevention Control and Countermeasure (SPCC) rule inspections or who provide outreach related to the SPCC rule.  The SPCC rule (Title 40 Code of Federal Regulations [CFR] Part 112) has been a controversial regulation, the focus of significant public comment, and the subject of extensions to the compliance date and several regulatory amendments.  In 2008, EPA published revisions to the SPCC rule and then delayed the effective date to open it up for public comment (following guidance from the White House).  EPA plans to publish a final rule in November 2009 that addresses the comments submitted and that ultimately may result in changes to the 2008 final rule.  These SPCC rule amendments are designed to increase clarity, tailor requirements to particular industry sectors, and streamline certain other requirements.  The regulatory changes will alter both the type and content of SPCC plans and what OSCs will see in the field during SPCC inspections.  By taking this course, participants will achieve the following objectives:

• Obtain a brief introduction to the SPCC rule.
• Learn what provisions were modified or added to the SPCC rule in 2008 and 2009, and why.
• Understand how these changes may affect the regulated community.
• Understand the implications of extensions to the compliance date on enforcement.
• Learn what outreach materials are available for the regulated community.

The course is taught by technical staff from EPA’s Office of Emergency Management who drafted the final rule.  The instructional methodology for this course includes lecture and case scenarios for group analysis.  The target audience for this course is OSCs, SPCC inspectors, and other staff who need to understand the 2009 SPCC rule amendments and how they relate to implementation.

Toxicology for OSCs:  Getting More into the Weeds:  This course was developed 3 years ago as “Toxicology for OSCs: When You Want to Know More Than ‘Just Give Me a Number!’”  It was prepared recognizing that few, if any, courses offered at OSC Readiness had addressed chemical health criteria, screening and action levels, and similar health-focused issues as stand-alone topics—yet many OSC removal action decisions routinely rely heavily on the expertise of toxicological support personnel for evaluating the health threat factors found in Section 300.415 of the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). 

The course is recommended for OSCs and others who want to learn how toxicologists and risk assessors evaluate site sampling data and toxicological data in an effort to support your need to make risk management decisions.  Through case studies and additional materials presented by an EPA OSC or representatives from the Agency for Toxic Substances and Disease Registry (ATSDR), the course is instructed in a practical manner, with emphasis on real-life situations and interactions to support discussions on toxicological principles and health criteria development. We hope to have at least one EPA regional risk assessor or toxicologist present to add to the discussion.

For the final year of this course, based on past audience comments, toxicological principles relevant to action level or cleanup level development are discussed in greater depth (the new course title, emphasizing “getting into the weeds”).  The course covers the following topics:

• Your role as an OSC in protecting public health, including both CERCLA and NCP authorities
• Brief overview of toxicological principles
• Methods used to develop health-based levels, including:
• Differences among screening, action, and cleanup levels
• Chemical-specific exposure factors
• Frequency and duration considerations
• Discussions of risk assessment versus risk management
• Comparing and contrasting the ATSDR and EPA health and risk assessment approaches
• Health criteria issues associated with moving from emergency response to removal action to remedial action
• Current versus potential health risks

Note:  Participants should be aware that there are regional differences in how OSCs coordinate with ATSDR and EPA toxicologists and how these two groups interact.  This course primarily focus es on approaches in EPA regions 3 and 5.

You Mean There is More than Superfund…?  Basics of Environmental Statutes, a half-day course, provides a basic history and describes the major provisions of EPA statutes, such as the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Emergency Planning and Community Right-to-Know Act (EPCRA), the Safe Drinking Water Act (SDWA), and the Toxic Substances Control Act (TSCA).  Students learn how statutes and regulations are developed.  The course provides an overview of U.S. environmental regulations that have been created to control, manage, or modify our activities and the effects of these regulations on the health of human beings and the natural environment.

Additionally, the course covers the history of environmental laws, the origins of EPA, and the history of the removal program.  This course is of great value to all OSCs who need to understand how environmental statutes, regulations, and policies are formulated and implemented.

Asbestos Site Assessment Training, a 3.5-hour intermediate course, focuses on EPA’s ongoing efforts to assess vermiculite sites that are potentially contaminated with asbestos-contaminated ore from Libby, Montana.  The course introduces a framework for generally assessing asbestos at Superfund sites and provides an overview of the technical and regulatory issues that OSCs must know when assessing exposure at asbestos sites.  By taking the course, participants achieve the following objectives:

• Understand current approaches to assessing asbestos exposure
• Learn how to apply the asbestos site assessment framework to a site  
• Learn how other regions are assessing vermiculite sites (through case studies)

The instructional methodology for this course includes lecture and case studies.  The anticipated break out is:  1 hour for the asbestos framework PowerPoint presentation and approximately 2.5 hours of case studies to include significant discussion periods.

Federal Partners 101, a half-day course, focuses on the special team assets that are available to an OSC under the National Response System.  The presentation includes modifications the Special Teams made to address large-scale responses as a result of lessons learned during 9/11 and Hurricane Katrina.  An overview of the function of the National Response Team (NRT) and Regional Response Teams (RRT), including their involvement in area planning, are provided.  By taking the course, participants achieve the following objectives:

• An understanding of the National Response System, including development, function, and components.
• An understanding of the function of the NRT, RRTs, and area planning components.  This discussion includes area planning, how planning becomes a component of the function of the RRTs, and how issues are elevated to the NRT.  It also involves a review of products available to the OSC through the NRT and current products in development, such national guidance on use of volunteers on large-scale responses.
• An understanding of the assets and capabilities of the NRT Special Teams, and a discussion of recent changes in their response methods and policies as a result of large-scale incidents.  The special team presentations include the U.S. Coast Guard, Agency for Toxic Substances and Disease Registry, U.S. Department of Agriculture, the Occupational Safety and Health Administration, and EPA.

The instructional methodology for this course includes lectures and case studies.  The target audience for this course is OSCs with less than 5 years of experience.

Introduction to CERCLA 103, EPCRA, and CAA 112(r), a half-day basic course, focuses on regulatory and legislative requirements related to emergency notification for hazardous chemical releases, community emergency planning, and chemical accident prevention.  The course provides an overview in the requirements of section 103 of the Comprehensive Environmental Response, Compensation, and Liabilities Act (CERCLA), the Emergency Planning and Community Right-to-Know Act (EPCRA), and section 112(r) (the EPA Risk Management Program and Clean Air Act General Duty Clause) of the Clean Air Act (CAA).  By taking the course, participants achieve the following objectives:

• Learn which types of facilities are subject to CERCLA section 103, EPCRA, and CAA section 112(r) requirements.  Understand chemical lists and threshold quantities triggering applicability of requirements, and common exemptions from the requirements.
• Learn the actions that chemical facilities must take to comply with CERCLA section 103, EPCRA, and CAA section 112(r) requirements, including providing chemical hazard information, reporting releases of hazardous substances to federal, state, and local authorities and implementing accident prevention and emergency response programs.
• Understand how other agencies’ (for example, U.S. Department of Transportation [DOT], Occupational Safety and Health Administration [OSHA], and U.S. Department of Homeland Security [DHS]) hazardous chemical regulations may relate to or affect a facility’s obligations under EPA’s regulations.

This course includes lecture and a class exercise.  The target audiences for this course are OSCs who participate in enforcement of CERCLA section 103, EPCRA, or CAA section 112(r), and OSCs who may become involved in federal, regional, state, or local chemical emergency prevention, planning, or response activities.

Knowing and Using the National Contingency Plan, a half-day course, designed to help OSCs understand their authorities under the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) during removal actions, and especially during emergency response actions.  This course informs OSCs on how to conduct themselves within state and local incident command structures.  The course focuses on legal duties and responsibilities of OSCs through presentations, question and answers, discussions, and case studies.  Topics include the National Response System (NRS), operational implementation of the NCP, and legal questions related to directions provided by OSCs during a response action.

Resource Ordering and Tracking Process in an ICS Structure, a half-day course, provides information on new EPA processes and flowcharts that all Incident Management Team (IMT) members use to order resources.  It also covers the tracking process.  By taking the course, participants achieve the following objectives:

• Distinguish when a 213RR is needed or not, depending on existing contract task orders and resources on hand
• Learn how to complete the newly designed 213RR form, and how to process it to ensure that they receive the resources needed, in the time frame that they are needed
• Understand the EPA ordering process as it moves from the requestor, to Logistics, Resources, Finances, and back to the requestor with the receipt of the ordered resource
• Master the newly developed EPA flowcharts for ordering and tracking resources, including understanding the differences involved in ordering tactical versus nontactical resources, and personnel versus equipment
• Demonstrate an understanding of the process through completion of a group exercise

The course includes lecture, case studies, and individual and group exercises.  The target audience for this course is OSCs and Response Support Corps (RSC) members who have been assigned to a regional IMT in any position.  It is applicable to those assigned to Logistics, Finance, and Resources.

Participants in this course who are warranted OSCs and contracting officer’s technical representatives (COTR) will receive 4 hours of training toward the contract training requirements of the Clinger-Cohen Act (Maloney Bill).

2009 North Dakota Flooding Response:  Emergency Support Function 3 Response

North Dakota experienced a significant amount of snowfall in the winter of 2009.  The accumulated precipitation caused reservoirs and rivers within the state to overflow and impact local communities.  EPA responded under Emergency Support Function (ESF) 3 to the flooding situation in North Dakota to assess and evaluate the water and wastewater systems

Liberty Radiation National Level Exercise 2010

The Liberty Radiation Exercise, Pennsylvania is a national Tier 2 full scale EPA led interagency exercise occurring in Philadelphia in April 2010.  LRE is intended to test and practice response protocols, procedures and capabilities in the aftermath of a terrorist attack on a major U.S. city using a Radiological Dispersion Device (RDD) or dirty bomb.  Most exercises only focus on the initial few hours or days of a response, but LRE is unique in that local, state, federal, and other public and private sector participants will exercise their "post-emergency" phase responsibilities and coordination efforts, when initial emergency response activities have been completed and intermediate phase activities have begun. LRE will focus on federal, state, and local Unified Command of the incident, localized radiation assessment, mitigation and clean-up, public health protection, infrastructure restoration, public communication and community recovery as all stakeholders begin to consider the long-term cleanup and transition to recovery.

EPA is successfully investing in the training and development of Incident Command System (ICS) capability and depth through its focus on the RSC development program.  In 2009, as a result of a Memorandum of Agreement between EPA and the U.S. Forest Service, EPA regions 2, 7, and 8 (including the Montana Operations Office) participated in ICS "shadowing" assignments with the U.S. Forest Service and the state forest wildfire suppression organizations.  This case study shares experiences from Region 8's perspectives while training and supporting their efforts at the Backbone/Redspot Fire in California.

Be Prepared:  Know What to Say and How to Say It, an 8-hour course, is a media and spokesperson training workshop for EPA OSCs.  What you say and how you say it are critical to getting information out to the news media, community groups, the public, and other organizations.  The course is designed to give participants the confidence they need to explain their work and talk about tough issues.  Participants learn the following:

• How news media entities operate
• How to prepare for interviews or public speaking engagements
• How to craft organizational messages
• How to deliver those messages effectively—even during a crisis

This highly interactive course features customized scenarios relevant to each participant’s programs or projects; one-on-one videotaped sessions with professional interviewers; a group training exercise; and case studies that demonstrate how to succeed during interviews.  Each participant receives a media and spokesperson training manual at the conclusion of the course.

Each course is limited to 12 participants who must commit to attend the workshop at the 2009 OSC Readiness Training; therefore, EPA OSCs receive priority during the registration process.  Participants need to forward information about their jobs and projects to the trainer three weeks before the workshop.  (A reminder e-mail will be sent to each registered participant).

HazMat IQ, an 8-hour training course, teaches participants how to use the HazMat IQ system.  The HazMat IQsystem was developed by a group of firefighting professionals with more than 50 years of experience in hazardous materials management.  The instructors are the developers of the HazMat IQ system, and their presentation style is extremely engaging and lively.  This course is recommended for response OSCs of all levels of experience—especially those who desire a unique field chemistry refresher and an in-depth review of the National Institute for Occupational Safety and Health (NIOSH) guide.

HazMat IQis a response tool that incorporates a series of easy-to-understand job aids called “Smart Charts.”  These charts enable responders to quickly assess risk and decide how best to mitigate an incident, based primarily on chemical names and associated chemical properties.  This system coaches responders through the process that virtually eliminates information overload.

HazMat IQ has the session on using the Four Step System.  The system incorporates the following:

• Step 1:  Revolutionary Above the Line/Below the Line Chemical Size Up
  Using only the chemical name
• Step 2:  Streamlined chemical research process
  With only seven chemical and physical properties
• Step 3:  Choose the appropriate meters
  Combustible gas indicator (CGI), photoionization detector (PID), flame ionization detector (FID), pH paper, thermal imaging camera (TIC), potassium iodide (KI) paper
• Step 4:  Make the correct decision on personal protective equipment (PPE)
  Level A, Level B, or Turnout gear

Introduction to Alternative Countermeasures (ACM) for Oil Spills, an 8-hour session, focuses on the new proposed National Oil and Hazardous Substances Pollution Contingency Plan (NCP) Subpart J regulations.  Topics covered in the course include regional area planning, concentrating on Regional Response Team (RRT) efforts; bioremediation research; and updates on the NCP Subpart J rulemaking on in situ burning (ISB).  In addition, an expanded discussion of EPA’s relationship with local, state, and tribal responders is included.  Please come to the course prepared to participate in this discussion.

OSCs play a vital role in planning and authorizing ACM use with RRT participation, and as responders to inland spills.  RRT representatives may be called on to concur with ISB, chemical, and biological countermeasures for marine and inland spills more often.  ISB, dispersants, surface washing agents (SWA), chemical sorbents, and other technologies have sparked controversy and confusion in all regions and areas.  Many research efforts have helped resolve issues about toxicity, efficacy, and proper use of these tools; however, conflicts and questions still arise.  Participants will learn the following:

• Updates on non- total petroleum hydrocarbons (TPH) oil spills and performance monitoring in EPA Region 3 as well as biological oxygen demand (BOD), and kinetics of biofuels, gasohol, and wood tar, along with the Environmental Response Team’s (ERT) advances in Polycyclic Aromatic Hydrocarbons (PAH) degradation and small land-based oil spill technology.
• OSCs, Area Planners, and RRT representatives are provided case studies and updated on RRT efforts to expand the knowledge of OSCs beyond what is on the NCP Product Schedule. 
• Efforts are under way to document how to use the products more appropriately.  There is an update on EPA Office of Research and Development (ORD) research to support NCP Subpart J rulemaking efforts, including an update from ORD on the wave tank in Canada. 
• The course profiles bioremediation research and field work, surface washing agents, and dispersant planning discussion. 
• Updates on the ACM research EPA has conducted and plans for the future.  All participants are encouraged to discuss their use of ACMs and lessons learned.

Emergency Support Function (ESF) -10—From No Mission to Mission is a half-day course designed for OSCs who are not experienced in working under the Stafford Act process (and for those who still have questions about it).  The Road to Mission Assignments is paved with good intentions, however, an “OSC cannot spend what an OSC does not have.”  Never has this statement been truer than when addressing disasters, Stafford Act funding, and Federal Emergency Management Agency (FEMA) operations.  By taking the course, participants gain insights into the following:

• The Mission Assignment process
• A presidential declaration after a disaster occurs
• Activation of ESF-10
• Action Request Forms (ARF), Mission Assignments, task orders, and closeouts 

Through presentations and question and answer sessions, OSCs and other participants should gain additional knowledge to assist in their work during a disaster.  EPA learned that OSCs who responded to hurricanes Katrina and Rita were better prepared to do perform job functions when they understood the basics of the funding process.  In addition, the ESF-10 lead at the Joint Field Office will appreciate that an OSC is familiar with this process.

Knowing and Working within the REOC, a “just revised” half-day course, focuses on how and when members of the Response Support Corps (RSC) provide support outside of the “hot zone” during a Regional Emergency Operations Center (REOC) activation.  The target audience for this course is RSCs.  OSCs with more than 1 year of experience are not well suited to this course.  After taking this course, participants will be able to:

• Describe how RSCs are activated to support the REOC and the typical tasks they will be asked to perform.  RSCs will get answers to frequently asked questions about REOC support.
• Identify common “do’s and don’ts” and integrate best practices into their work as RSCs.
• Describe activities RSCs would conduct and work products RSCs would produce in response to a mock incident.  RSCs practice and discuss how they would approach various requests and activities as part of a scenario.
• Identify some of the tools used in REOCs for everyday operations and for large incidents, including webEOC, epaosc.net, and portals with regional and headquarters information.  The course includes a webEOC demonstration.

The instructional methodology for this course engages the participants through classroom exercises, discussions, and demonstrations.

RCRA for OSCs, a half-day course, explains the Resource Conservation and Recovery Act (RCRA) requirements that apply or are relevant and appropriate to most cleanups under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).  The course focuses on specific technical and regulatory issues that OSCs address in treating, transporting, and disposing of waste.  The workshop is designed for participants with a limited understanding of RCRA, and for OSCs with a good knowledge of RCRA who want a refresher course or additional instruction in specific RCRA topics.  By attending the workshop, participants will achieve the following objectives:

• Learn to navigate the legal framework for implementing RCRA.  The workshop guides participants through the labyrinth of statutory and regulatory requirements that govern identification and management of hazardous waste.  It also addresses state authorization and the applicability of state and federal hazardous waste regulations to CERCLA cleanups.
• Practice how to decide whether a waste is defined as hazardous under RCRA.  The ability to decide whether a waste is RCRA hazardous is critical in determining the applicability of RCRA hazardous waste management requirements to CERCLA response actions.  The course explores the complex definitions of solid and hazardous waste and provides real-life examples of how to determine whether wastes are RCRA hazardous during a removal action.
• Learn to determine whether to manage waste on site or off site.  OSCs must consider many factors in deciding whether to handle a waste on or off site during a removal action, including waste types, the physical setting, health and safety, cost, the effectiveness of the action, and future land use.

• Sampling procedures:  Subslab, soil gas, indoor air, outdoor air, fixed laboratory, and mobile laboratory

10-Hour OSHA Construction Standard Class:  This 2-hour Internet seminar and 8-hour in-classroom course focuses on the most common safety and health hazards that may exist at construction sites.  This awareness-level course is not specifically focused on EPA site and response work but rather on construction; still, the course is relevant to EPA site work.  Additionally, this course also meets one of the specific requirements to be qualified as an EPA Incident Command System (ICS) Safety Officer.  Participants will learn the following:

• The Occupational Safety and Health Administration (OSHA) OSH Act, general recordkeeping requirements, key trenching and excavation requirements, and fall protection (the 2-hour Internet seminar portion of the course).
• Silica and other chemical hazards:  Participants learn the hazards associated with silica and other chemical hazards generally found at construction sites.
• Materials handling and rigging:  Basic requirements for rigging, hoisting, and crane use.
• Demolition:  Requirements for building demolition.
• Welding and cutting:  Participants learn the requirements for cutting and welding on site.
• Electrical hazards:  Basic electrical principles, potential hazards, and corrective actions at the job site.
• Heavy equipment operations:  OSHA’s requirements for heavy equipment operations and hazards.
• Fall protection:  When fall protection is required, its proper use, and the types of fall protection and restraint devices.
• Walking and working surfaces:  Participants learn the requirements for walking and working surfaces on sites.
• Trenching and excavation:  Participants learn the basic requirements for trenching and excavation, including soil classifications, trench protective systems, and options for benching and sloping.

Participants who complete both the Internet seminar and all the classroom modules will receive an OSHA 10-hour Construction Standard class card sent to them after the training conference.

Accessing and Using the Oil Spill Liability Trust Fund (OSLTF), this newly expanded 8-hour course, will provide an OSC with a “soup-to-nuts” instruction on how to access and use the OSLTF in responding to oil spills and conducting oil spill removal actions.  This course will guide the OSC through a decision-making process by providing instruction on the practical aspects of accessing and using the OSLTF.  The course will provide a better understanding of the broader funding aspects under the Oil Pollution Act (OPA) within EPA and the relationship to the National Pollution Funds Center (NPFC) by highlighting some of the legal and policy considerations that factor into decisions made by OSCs.  Course concepts will be illustrated through various scenarios and case studies.  Highlights will include:

• Organization and structure of the NPFC
• Accessing the fund and limitations for the OSC to consider
• Key provisions of the NPFC Guidance and User Manual
• Response funding mechanisms, such as Pollution Removal Funding Authorizations (PRFA) and Inter-agency Agreements (IAG) with other agencies
• The importance of meaningful documentation
• National and regional funding considerations — EPA headquarters budget, reimbursable authority, the EPA and NPFC IAG, and regional needs
• The EPA and NPFC Inter-Agency Work Group — key issues and the tools to resolve site-specific issues
• The definition of an oil or navigable water in terms of NPFC funding
• Other responsibilities at a spill, such as designating a responsible party for claims

Advanced Hazard Identification and Categorization, an 8-hour advanced course, focuses on specific techniques that OSCs can use when they respond to incidents that involve abandoned containers or other materials of unknown composition.  Course participants achieve the following objectives:

• Develop an understanding of major chemical families, their properties, and the techniques used to identify them.
• Apply a step-by-step approach to categorize the major hazards of wastes typically encountered at EPA responses.  This process helps participants decide whether and what type of further analysis of the material may be needed and evaluate whether it is appropriate to bulk the wastes.
• Use wet chemical and electronic instrumentation to identify many materials of unknown composition and categorize materials into general chemical families (such as alcohol, ketone, acid, base, and hydrocarbon).
• Explore case studies to learn practical applications for advanced field identification of chemicals and discuss potential cost savings of reducing analytical services and decreasing time spent on tasks.

The instructional methodology for this course includes lecture, case studies, and hands-on group exercises.

Data Management:  The Good, the Bad and the Ugly, an 8-hour course for all levels, focuses on how information management can augment and enhance —or hinder or downright obstruct site-level response and removal activities.  This course presents not only key data management concepts, tools, and procedures, but also provides case studies and examples to illustrate real-world successes and struggles with information management.  By taking the course, participants will be able to:

• Use important tools such as electronic data deliverables, Scribe, Scribe.net and the Emergency Management Portal
• Understand key concepts such as data management plans, data standards, data review processes, and data reporting
• Evaluate options for data visualization, including ESRI products and Google Earth
• Develop an opinion on enhancement of current tools and development of future tools
• Ask the right questions and provide the right direction to ensure effective data management at the site level.

Effective Community Involvement: It’s Easier than You Think!

Any of these headlines sound familiar? When you are on site and news reporters and the public are demanding answers, what will you tell them? How will you say it? What information will you share? Whether you are a seasoned OSC or just learning the ropes, one of the most important parts of your job is communicating your work to the press and public in a way they can understand. It is possible to engage community successfully so that your project goes more smoothly! Perception is reality….so let’s change the perception.

This dynamic and interactive workshop focuses on explaining why the public becomes upset when you are “just trying to do your job.” Participants learn to talk with reporters during a mock press conference and learn to manage “difficult” public meeting situations. Using principles of risk communication, community involvement tools and techniques, and good planning, an OSC will be ready to engage the public fearlessly! Emerging Issues about Biofuels under EPA’s Emergency Response Program, an 8-hour course, provides an overview of several issues OSCs may face when planning for and responding to biofuel incidents, particularly incidents that involve biodiesel or fuel ethanol blends.

Congress recently enacted legislation mandating increased usage of transportation-related biofuels.  These mandates, coupled with recent fluctuations in petroleum prices, have prompted a phenomenal growth in biofuel refining and distribution facilities.  Growth in development of biofuels, and particularly biodiesel and ethanol, is raising a number of questions about biofuel spill prevention, preparedness, and response.

The refining and distribution infrastructure used for biofuels has both similarities in and differences from those used for conventional petroleum fuels.  Consequently, expansion of the biofuel sector requires new response capabilities.  Although the attention has so far been focused primarily on some of the environmental benefits of expanding use of biofuels, there also needs to be greater clarity on how existing spill response capabilities apply to these fuels.

This course summarizes how recent energy legislation is driving biofuel production and distribution.  It also discusses the relationship between biofuels and conventional fuels, focusing specifically on the issues important to OSCs, such as emergency response strategies for biofuel incidents.  An overview of two response guides that contain information specific to biofuel manufacturing facilities provide an overall understanding of the ethanol and biodiesel manufacturing processes, including the potential substances involved in biofuel manufacturing, response measures for these substances, and federal regulations that apply to these facilities.  Finally, the course discusses case studies on real-world response situations that involve biofuel releases.

HazMat IQ, an 8-hour training course, teaches participants how to use the HazMat IQ system.  The HazMat IQsystem was developed by a group of firefighting professionals with more than 50 years of experience in hazardous materials management.  The instructors are the developers of the HazMat IQ system, and their presentation style is extremely engaging and lively.  This course is recommended for response OSCs of all levels of experience—especially those who desire a unique field chemistry refresher and an in-depth review of the National Institute for Occupational Safety and Health (NIOSH) guide.

HazMat IQis a response tool that incorporates a series of easy-to-understand job aids called “Smart Charts.”  These charts enable responders to quickly assess risk and decide how best to mitigate an incident, based primarily on chemical names and associated chemical properties.  This system coaches responders through the process that virtually eliminates information overload.

HazMat IQ has the session on using the Four Step System.  The system incorporates the following:

• Step 1:  Revolutionary Above the Line/Below the Line Chemical Size Up
  Using only the chemical name
• Step 2:  Streamlined chemical research process
  With only seven chemical and physical properties
• Step 3:  Choose the appropriate meters
  Combustible gas indicator (CGI), photoionization detector (PID), flame ionization detector (FID), pH paper, thermal imaging camera (TIC), potassium iodide (KI) paper
• Step 4:  Make the correct decision on personal protective equipment (PPE)
  Level A, Level B, or Turnout gear

Course participants review the HazMat IQ system in conjunction with the periodic table and the NIOSH guide.  Participants receive laminated copies of the “Smart Charts” for field use.

Course size is limited; therefore, EPA OSCs receive priority during the registration process.

Leadership: Attitude, Function, and Style (Leadership Development for OSCs, an 8-hour training course, helps participants discover how personal preferences and “habits of the mind” influence their leadership style.  The course provides approaches to help participants effectively assess themselves as leaders and identify blind spots.  It also examines how behavior changes under stress.  The course combines fast-paced interactive discussions, small group activities, practical application exercises, and self-assessment tools (Meyers-Brigg Type Indicator [MBTI]) to clarify participant’s strengths and indicate areas for further professional development.  The course also addresses the ways that personality (or psychological type) affects decision-making.  A final exercise allows participants to consolidate their insights from the workshop by applying them to a case study based on real emergency response situation.

After they take this course, participants will be able to:

• Identify personal preferences for gathering information, making decisions, and managing people, and then incorporate these preferences into a balanced leadership style
• Assess strengths as a leader and identify areas for further growth
• Apply basic theories that affect leadership skills by exploring insights from three perspectives on human behavior: situational leadership, personality theory, and temperament
• Apply leadership skills to improve job performance in emergency response and removals and increase the contributions of others to the work of the Superfund program.

Access and Other Legal Issues – Protecting EPA’s Interests and Avoiding Personal Liability is a half-day comprehensive training course designed to instruct OSCs on entry to private property to implement the Comprehensive Environmental Response and Compensation Liability Act (CERCLA) response actions.  Issues to be covered include sources and limitations on entry authority under the U.S. Constitution (due process, takings, and free speech), CERCLA, and the NCP; preparing to seek consent to enter from property owners; tools used to document consent; and the consequences of failing to enter property properly.  An OSC’s failure to address the legal issues surrounding entry to private property may lead to significant adverse consequences for the government and, in certain instances, the OSC.  These consequences may include the loss of opportunities for cost recovery, claims against the government, and personal lawsuits against the OSC.  The information presented in this course will instruct OSCs on the proper procedures for obtaining access under a wide range of circumstances, and how to prepare for the possibility should the OSC be sued as a result of entry and what to expect from the lawsuit.  By taking the course, participants will:

• Learn the role of the U.S. Constitution, CERCLA, the NCP, delegation, guidance, and site-specific documents in obtaining access to private property to conduct work under CERCLA.
• Understand the process for obtaining and documenting access to private property under a variety of conditions including, but not limited to, when an owner is uncooperative.
• Understand the role of EPA counsel in assisting the OSC in efforts to lawfully obtain access to private property.
• Understand the various types of liability insurance available to OSCs and the various ways OSCs can be shielded from personal liability.
• Gain a basic understanding of the consequences of failing to obtain access in a legal manner, the process of being sued, obtaining representation by the U.S. Department of Justice, and participating in the litigation.

The instructional methodology for this course includes lecture, case studies, and group exercises.  The target audience for this course is OSCs with all levels of experience, including both new and senior OSCs.

Mercury Response – with a twist!, a half-day course, provides insight into addressing issues related to sites contaminated with mercury:  regulations, response, monitoring, health concerns, toxicology, and cleanup.  The course focuses primarily on complex residential contamination sites.  Participants receive a detailed guidebook and checklist to assist them through all phases of a cleanup at a residential site contaminated with mercury, from initial notification through final restoration.  In particular, OSCs for many of the residential mercury spills have in the past had to fumble their way through addressing “contaminated” pets.  This year, a veterinarian presents information on how to address this issue.  The course presents case studies from a local first responder’s perspective and also multi-media demonstrations that document the complexities of issues associated with mercury cleanups, and the difficulties OSCs have encountered and successes they have achieved.  Additionally, the course offers guidance and examples of mercury outreach and education materials that have been prepared over the years to better educate responders, health professionals, and the public.

Oil Spill Response Drills and Exercises under the Facility Response Plan (FRP) Regulation:  The FRP regulation (40 CFR Part 112, Subpart D) applies to facilities that have the potential to cause substantial harm to the environment by discharging oil to navigable waters or adjoining shorelines; facilities are required to prepare plans to respond to a worst-case discharge of oil.  There currently are about 4,280 FRP plan holders nationwide, representing a wide range of facility types, including petroleum storage terminals, refineries, electric utility plants, manufacturing plants, and oil production facilities.  FRP planholders must ensure that resources are available, either by contract or other means, to respond to a small, medium, and worst-case discharge of oil.  They also must implement a program of facility response training and a drill and exercise program following the National Preparedness for Response Exercise Program (PREP) guidelines or an equivalent program.  EPA verifies preparedness through government-initiated unannounced exercises (GIUE).  This half-day course covers:

• Drill and exercise requirements under 40 CFR §112.21 and PREP guidelines
• Purpose of the GIUE
• Relationship of GIUE to the National Oil and Hazardous Substances Pollution Contingency Plan (NCP), Area Contingency Plans, other preparedness activities conducted by industry, EPA, U.S. Coast Guard, and the U.S. Department of Transportation
• Steps for planning and carrying out a GIUE
• GIUE evaluation criteria and implications
• Common problems observed and recommendations for improvement of plans and response strategies

This course is targeted to OSCs who may lead GIUEs at FRP facilities or, more generally, are interested in evaluating and improving facility oil spill planning and preparedness.

Although FRP rule requirements are briefly summarized, participants should be familiar with the Oil Pollution Prevention regulation at 40 CFR Part 112 before they enroll in this course.

Response Contracts Basics Workshop is a half-day course intended for members of the Response Support Corps (RSC) and new OSCs who may be mobilized to support the response to a major incident but have not yet received other contracts training.  The objective of the course is to provide participants with basic information about various response contracts.  The course covers the following topics:

• Capabilities and scopes of work for the response contracts
• How contractor costs are documented
• Type of direction EPA can give the contractors
• Responsibilities for providing direction to contractors

After participants have completed this course, they can interact more effectively with EPA’s response contractors when mobilized to a major incident.  This course is recommended for RSC staff.  OSCs with more than 1 year of experience or with less than 1 year of experience and who have taken other contracts training, such as the CERCLA Education Center’s OSC Warrant Authority, should not take this course.

Participants in this course who are warranted OSCs and contracting officer’s technical representatives (COTR) will receive 4 hours of training toward the contract training requirements of the Clinger-Cohen Act (Maloney Bill).

Simple Ways to Better Presentations — It’s Not that Hard!, a half-day course, teaches participants how to make better presentations to the public, their peers, or management.  This course is designed for OSCs, Response Support Corps (RSC) members, or others who speak on emergency responses, removal site updates, regulatory improvements, and other important topics, in front of varying audiences.  Objectives for the course include:

• When to use PowerPoint or speak extemporaneously
• When to use humor, and how to use it appropriately
• How to limit your main points, but emphasize them again and again
• Ways to keep the audience involved and interested

During the course, participants learn seven steps to better presentations, including:

1. Tell stories
2. Don't apologize
3. Show pictures
4. Start strong
5. End strong too
6. Stand
7. Pause

The course includes lecture, case studies, and group exercises.  After making over 500 presentations and sitting through a few hundred, it is clear that anyone expected to make a presentation can always use a few pointers on how to make their presentations better.

Systematic Method for Identifying Gases, a half-day, teaches a methodology for identifying unknown gases.  The course provides information about common equipment used on a hazardous materials response, including photoionization detectors (PID), flame ionization detectors (FID), oxygen (O2) meters, and colormetric tubes.  Using the right equipment and a logical decision tree, responders should be able to determine the gas or the category of gas.

EPA often receives reports about a smell at a mall or office building that is making people sick.  Other situations might involve abandoned cylinders on the side of a road.  It is all too common for a Superfund Technical Assessment and Response Team (START) contractor or EPA OSC to use Draeger tubes without a systematic approach and never identify the gas.  A better, systematic method begins broadly and eliminates categories of gases, then attempts to define the class and eventually the gas itself.  Participants using the approach taught in this course can reduce time, eliminate unneeded tests, and improve their chances of identifying the gas.

From June 5 through 10, 2009, the EPA assisted police, fire, and health departments in Everett and Snohomish counties located in the state of Washington  in response to a potential contamination of structures and equipment with the biotoxin ricin. This assistance took the form of containment, decontamination, and sampling of potentially affected articles and areas.

Gulf States Steel, Gadsden, Alabama

Gulf States Steel began major process operations at the coke and by-product plant in Gadsden, Alabama on February 1, 1986, producing metallurgical coke, coke oven gas, coal tar, ammonium sulfate, light oil, and naphthalene through the distillation of coal with a high volatile organic content in the absence of air.  On July 1, 1999, Gulf States Steel filed a voluntary petition for bankruptcy under Chapter 11.  Before initiating the removal action, which included the dismantling of the coke plant and coke ovens, it was apparent that most of the building materials would need to be recycled or disposed.  Through careful planning, more than $5 million of metals were recycled and all the bricks located throughout the site were used as aggregate in the solidification of Lagoon #1.

Strube, Inc. Radiation, Lancaster County, Pennsylvania

The Pennsylvania Bureau of Radiation Protection contacted EPA in November 2007 about an aircraft supply and repair company that had failed to secure warehouses located in residential settings.  Strube, Inc. is an aircraft instrument sales and refurbishment contractor which owns eight warehouses containing large quantities of military surplus radium-painted items in various towns in Lancaster County, Pennsylvania.  Following Strube’s refusal to comply with cleanup orders, EPA began cleanup of six dilapidated multi-story warehouses in March 2008 and completed the cleanup in December 2008.  Under a unilateral order, Strube also decommissioned an additional two newer single-story warehouses.  EPA disposed of 1,939 drums and 34 supersacks of radium-containing/contaminated items at the Energy Solutions landfill located on the Hanford Facility in the stat of Washington.  Additionally, 11,000 pounds of personal protective equipment, cardboard and trash were disposed at a landfill.  

Altoona Mine Site, Trinity County, California

EPA recently completed a cooperative removal action with the U.S. Forest Service at the Altoona Mine Site in Trinity County, California.  The action involved construction of an on site repository for approximately 143,000 cubic yards of mercury mining wastes.  Due to the terrain and the limited space for the construction, the repository was constructed into a mountainside to a depth of approximately 100 feet and a slope of 1:1.  The repository was fully-lined, which presented difficulties and required extensive safety measures (including mountaineering techs) to be brought in to rig personnel involved in the lining process.  The construction and completion of the repository was completed safely and the site was fully restored this year.  Due to the remote nature of the site, a camp was brought in to house and feed personnel involved in the repository construction and excavation phase.  The completed repository covered approximately 5 acres and involved the installation and restoration of approximately 1 mile of creeks and drainages.

Con Edison New York City Steam Explosion, Manhattan, New York

This July 2007 emergency response at a steam pipe explosion in midtown Manhattan, New York required a unified effort from multiple agencies and the responsible party.  The response was large and complex and because of its location in the major hub of New York City.  Asbestos fibers in insulation material were exposed to multiple media during the explosion.  EPA’s objectives involved determining the extent of contamination in air, surface water, storm water, and surfaces/structures.  EPA also was tasked to coordinate cleanup efforts with New York City Department of Environmental Protection, New York City Office of Emergency Management, and New York City Department of Health.  Lessons learned from the World Trade Center response were applied during this action, and several innovative approaches to asbestos response.

TVA Kingston Fly Ash Release

5.4 million cubic yards (CY) of coal ash were released into the Emory River, a tributary of the Tennessee River, during an impoundment failure at the Tennessee Valley Authority (TVA) Kingston Fossil Plant on December 22, 2008 initiating multi-agency emergency response actions.  While the bulk of the release remained in the Emory, approximately 20 miles of a designated domestic water supply and recreational area known as Watts Bar Reservoir was potentially affected.  With the support of Tennessee Department of Environment and Conservation (TDEC), TVA, and EPA entered into an Administrative Order on Consent on May 11, 2009 in which all parties emphasized the expeditious time-critical removal of an estimated 3 million CY of ash from the Emory River and embayment area east of a containment dike and the non-time critical removal will address an estimated 2.5 million CY of ash in the remainder of the embayment area west of the containment dike.  Arsenic and selenium concentrations in the coal ash are the main hazardous substances of concern with the large mass amplifying relatively low concentrations.  Site challenges include EPA acting as the lead OSC with TVA as the lead Agency, new handling requirements for coal ash, intense press coverage and community involvement, offsite disposal scrutiny and associated environmental justice issues, and powerful national lobby groups.

Detection, Evaluation, and Suppression of Waste Fires in Landfills, a half-day course, presents emergency response considerations involved in assessment, monitoring, and mitigating surface and underground fires at waste facilities.  Tactics and lessons learned from numerous waste fire responses at scrap tire, construction and demolition, and automotive recycling facilities are provided.  By taking this course, the participants will understand the following:

• Design and construction of nonhazardous waste containment facilities
• Types, causes, and investigation of waste fires
• Regulatory aspects
• Health and environmental impacts, with a focus on air monitoring
• Suppression techniques and tactics
• Potential impacts on engineered components

How to Be Nice and Play Well with Others in the Contracts Environment, a half-day course, is an analogical, role-playing course focused on contract and site management.  During the course, participants play various roles on teams to fulfill individual and team goals.  The roles correlate to those at a typical site, such as OSCs, the Superfund Technical Assessment and Response Team (START) members, the Emergency and Rapid Response Service (ERRS) response managers, and others.  Although some good-natured competition among the teams is likely, the objective of the exercise is to reach the goal within the time frame of the course.  The participants work through the process of gaining approval (the Action Memorandum), tasking the contractor, providing oversight and approving work, documenting costs, addressing applicable or relevant and appropriate requirements (ARAR), and more — with all these steps assessed from the perspectives of different roles and goals.

Participants in this course who are warranted OSCs and contracting officer’s technical representatives (COTR) will receive 4 hours of training toward the contract training requirements of the Clinger-Cohen Act (Maloney Bill).

Navigating the Incident Command Post (ICP) Using the IAP as a Roadmap:  Much of the Incident Management Team’s (IMT) time is spent planning and preparing the Incident Action Plan (IAP) for the next operational period.  For some, planning is the primary function; others provide support to the planning process and to preparation of the plan.  The success of the response is directly related to the quality and thoroughness of the Incident Action Plan (IAP).  

This guided tour takes participants through the various components that make up the IAP; discussing the significance of each and the primary unit responsible for its development.  During the discussion, detours are taken to explore key working relationships and the collaboration that takes place between the IMT in support of Operations to facilitate the planning process and prepare a final IAP.  Upon completion of this course, the participant will have:

• A better understanding of what information is needed to develop a useful IAP and where to obtain the information.
• An appreciation and overall understanding of other IMT member’s roles and responsibilities in the IAP development process.
• A better understanding for the need to “be flexible” while working within the Incident Command System and working toward the incident objectives.
• An understanding of potential stress-producing situations, how to better avoid or minimize their impact, and learning the art of not taking things personally.

The method of instruction includes lecture, presentations, and group exercises and activities.  Participants experience and learn by doing group exercises that guide them through the process of developing an IAP.  They may not, however, be allowed to function in the capacity of their routine IMT position.

• Obtain an introduction to oilfield removal actions with a discussion of how current funding, policy, and guidance issues may affect oilfield removal and response actions.
• Learn the technical operations and procedures related to oilfield removal actions, such as plugging wells, removing or mitigating the threats from tank batteries and pits, and conducting cleanup.
• Learn about site safety concerns such as naturally occurring radioactive material (NORM) and their implications for oilfield removal actions.
• Observe implementation of successful oilfield removal actions through case study presentations.

Radiological Dose Assessment and Risk Assessment is a half-day advanced radiation training course for OSCs who want to know more about the way radiation dose and risk assessments are conducted at EPA. Radiation dose assessment and radiation risk assessment are fundamental to the establishment of final cleanup values at radiologically contaminated sites. OSCs desiring a better understanding of the radiation dose and risk assessment process and the differences between radiation risk assessment and chemical risk assessment will benefit from this course. By taking the course, participants will achieve the following objectives:

• Understand radiation dose assessment. The course will teach the basics of radiation dose assessment from both external exposure to radiation sources, and from radionuclides that are taken into the body.
• Understand the fundamental science of radiation risk assessments. The course will discuss the fundamental science that provides the foundation for radiation risk assessments. Information will be provided on radiation risk assessment methods and techniques, and will include a discussion of the differences between radiation risk assessment and chemical risk assessment.
• Identify tools available for radiation dose and risk assessments. The course will identify and discuss some of the tools available for radiation dose and risk assessment. These include worksheets from the FRMAC manuals, radiation risk computer software, and radiation risk assessment "toolbox".

The instructional methodology for this course includes lecture, class discussions, and group exercises. The course will include a very brief review of fundamental radiation terminology and concepts relevant to radiation dose and risk assessment. Prerequisite: Basic radiation safety training.

NARFCOM and OSC Radio and Communications Equipment -- How to Operate, ½-day course primarily for EPA OSCs and Response Support Corps (RSC) personnel, provides a brief overview of what the National Approach to Response Field Communications (NARFCOM) has accomplished to support field communications for responding OSCs. A majority of the course is spent using the equipment that has been purchased for the OSCs. Students will complete the following tasks:

• Use phone communication other than cell phone, such as satellite phones and Government Emergency Telecommunications Service (GETS) cards
• Establish radio communications over long distances by the use of portable VHF radio repeaters
• Use of the Motorola XTS-5000 Command Radios Deployment including scanning, using encryption, switching from digital to analog, and using Front Panel Programming in the field.
• Operation of the Portable Satellite Units (PSU) for Internet connections in remote areas and using the Voice over Internet Protocol capabilities.

These objectives will be accomplished by using four different outdoor scenario areas that will report back to a Regional Emergency Operations Center (REOC) which will be represented by multiple Regional Mobile Command Posts. Instructors can arrange times to be available in the Tech Zone before the course on Friday to work with individuals from each region to assist with questions and acquire additional experience with the equipment.

By attending this course, OSCs or RSC members will become capable or refresh their capabilities for using communications tools other than cell phones, be able to deploy and operate both equipment standards to all regions and National Asset equipment, which would be deployed during major responses.
